the reasons given, I was with much regret unable to

accept.

4. Evidence of my ability to build up and handle a

Department in the higher grade of "Civil Engineer" is

set forth in my resume of Military Service as Assistant

Director of Air Organisation and Head of the Works Branch

in the Directorate of Military Aeronautics during the War,

for which work I had the honour to be twice decorated.

A further limitationto advancement occurred in

the Land Registry some years after my joining that

Department owing to the abolition of the post of

"Director of the Survey Department" (at £1,000 per annum)

to which I aspired on joining.

6. In view of the foregoing facts, I trust that I

may receive some "compensation, gratuity or other

allowance" as it is impracticable, under Regulations, for

me to receive 6 added years (for 12 served,) owing to the

fact that such will exceed in annual pension.

I venture with all deference to appeal for the

application of the spirit of the clause dealing with

"unhealthy climates". If, at the same time, it may be

considered to be "exceptional service" that I (as a married

man with children) worked for months throughout the Black

Plague when it first appeared in Hong Kong, and subsequently

voluntarily wrote a Report on some of the causes of the

Plague in Hong Kong, which was sent to the Secretary of

State in Blue Book form, I should consider it a gracious

act for this to be taken into consideration also when

decision is given on the points raised.
